No it depends on the bank who accepts the payment., I tried to make a credit card payment with PayPal which is a more legit system and has a routing and banking number and it would not go thru. Huge pain in the neck to get the payment corrected and not have it shown up on my credit report like a bounced check or end up with late fees or bounced check fees.
